During the update_test_lifecycle task it is possible for a tag to be added for an unreliable test and to be removed later because the corresponding tag is found to be no longer relevant (e.g. the task does not run on that variant anymore).
When that happens the tag appears on both the list of added tags and the list of cleaned up tags.
It should only appear on the list of cleaned up tags.
