setFeatureCompatibilityVersion, in order to work around a moratorium on new ActionTypes, checks for a privilege on a virtual namespace. The moratorium no longer applies to new versions of the server. A new ActionType should be introduced and setFeatureCompatibilityVersion should check for it instead of the virtual namespace.
