Turn on recoverable rollback Javascript tests

      There are some existing JS tests that have been written to exercise behaviors specific to Recoverable Rollback via WT checkpoints. They are currently disabled, and should be turned on once the Recoverable Rollback algorithm is turned on.

      Current list of tests to be enabled:

      • jstests/replsets/rollback_waits_for_bgindex_completion.js
