Migrate C driver builds for embedded to CMake

      We currently build the C driver in some builds so that we can test the embedded transport layer. Currently, that build uses the C driver autotools build. However, the next version of the C driver intends to drop autotools in favor of CMake. We should update our build scripts to use CMake to ensure that the builds work as expected, and that there has been no loss in capability.
