[Shard] No offer possibility to drain all shard

      Hi,

      When I play with sharding I add/remove shard, all work fine.
      If I remove all shard at the same time, all are in draining mode and my shard is broken (data available but no admin way to solve this situation).
      I know this is stupid but if it's impossible to go in this situation by add restriction it's better no ?
