Use the reports raw benchmark reports from SERVER-33201 to generate report.json. This functionality can be implemented as a new after suite hook. Depending on the decision in the design doc, the report may need to convert the latency numbers produced by Benchmark into throughput to match other graphs shown by the perf plugin.
