Create a toggle FCV up and down concurrency test for sharding config schema changes

      The toggle_feature_compatibility.js test shook out a fairly serious UUID upgrade/downgrade bug due to concurrency problems with createCollection (see SERVER-32851). It is no longer relevant in v4.0 and is being removed. Given its success, however, I recommend a similar test, modeled after toggle_feature_compatibilty.js, be introduced for sharding config schema changes.
