Do not free memory returned by ldap_get_option(LDAP_OPT_ERROR_STRING) on Windows

      On Windows, when ldap_get_option is called with LDAP_OPT_ERROR_STRING, the returned value should not be freed.

      With OpenLDAP, the returned value should be freed.

      This was a regression introduced in SERVER-28388.
