Removing the --options option would simplify resmoke's option parsing.

At the moment, each new resmoke option needs to be placed in 5 different places to have it
be piped through, which I thought was a bit cumbersome. The change in this ticket would reduce that number to 4, and a couple of small changes on top of it can reduce it
further to 2, which I think is the optimum.
