ismaster should return a msg for a config server

      Right now, if you run the ismaster command and the node is a mongos, you get "isdbgrid".

      The server needs a way of identifying a config server since CL arguments can also be set in configuration files.

      It would be really handy if the ismaster.msg = "configsvr" (or something similar).
