Store the operation's `wallClockTime` on the OpObserver::Times structure

      Currently, the operation's wallClockTime is generated in an ad-hoc way in the OpObserverImpl. It should instead be generated at construction time of the ReservedTimes structure so it is available inside all OpObservers on the chain.
