Add hooks for the mutational fuzzer

      Add support for hooks to run before and after the preamble of the mutational fuzzer. Also add a hook to set TestData.disableEnableSessions for the duration of the preamble. This hook should be loaded by jstestfuzz_replication_session.yml and jstestfuzz_sharded_session.yml
