The NoopWriter is not resilient to `InterruptedAtShutdown` exception.

      I believe there was a recent change to make lock acquisitions with a deadline throw an InterruptedAtShutdown exception. That change broke the runtime API resulting in the NoopWriter's shutdown handling now being incomplete.
