      We accept stmtId in SERVER-34109. SERVER-34184 and SERVER-34158 implies that we need to parse stmtId in 4.0 to help driver developers find implementation bugs.

      This will lay the foundation for SERVER-33213 to track read operations.

      We need to check "stmtId" implies that "txnNumber" exists.
