sh.getBalancerState does not consider the {mode:off} balancer setting

      The sh.getBalancerState helper only looks at the stopped value of the config.settings document and ignores the mode setting we introduced in 3.4.

      Ideally it should not be inspecting the config.settings directly, but should use the balancerStatus command.
