generate_resmoke_suites.py should consider base yml exclude_files when generating test lists

There is a case if a test was recently added to the exclude_files list, that generate_resmoke_suites.py would include that test in one of its generated suites. We could avoid this issues by looking at the base yml file and filtering out any test results from tests that are listed in the exclude_files list.
