      This ticket is for the POC and research work for figuring out improved balancer policy, which supports multiple incoming and outgoing migrations. The outcome from this work should be reflected in the design for the project and should include a description of the policy behaviour suitable for end-users of MongoDB to understand (i.e., it should ideally become part of the documentation).
