Remove the 7 line if block in src/mongo/db/commands/user_management_commands.cpp which forces buildSCRAMSHA256 to false when FCV < 4.0

Also remove corresponding jstests for FCV 3.6 mode in:
jstests/auth/user_management_commands_mechanisms.js
jstests/auth/sasl_mechanism_discovery.js
