As of https://github.com/mongodb/mongo/commit/64e649a622b5ac4c1bfad0933132dc7d994b9458#diff-e71d7558681c0e6f0eb2c1eea8ca8ee4, the node is restarted after the failpoint is turned on, which turns the failpoint off. The node should really be restarted with the failpoint on instead.
