Add support to an optional re-registration bool in metrics response

      Add support for a boolean flag to the metrics response that signals that mongod should resend the registration request. This field will be called "resendRegister" and will be supported on both primaries and secondaries.

      The mongod will only understand this field if it sends version "2" in the metrics request.
