Major - P3 Similar to SERVER-28734. In the case that the _mdb_catalog lacks information about an ident known by WiredTiger, we can import these collections (with some loss of createCollection options), into the local database with some 'lost_and_foundX' collection name.
Provide a way to restore idents known by WiredTiger, but unknown to the _mdb_catalog
