Under PV1, ReplicationCoordinatorImpl::processReplSetFreeze for a single node RS should start an election instead of auto-winning.

      The problem is similar to ticket SERVER-34102,_performPostMemberStateUpdateAction(kActionWinElection) can race with the election timeout in PV1 and can lead to an invariant failure.
