Remove the deprecated 'lastStableCheckpointTimestamp' field from replSetGetStatus response in v4.4 dev cycle

      Also delete the supporting StorageInterfaceImpl::getLastStableCheckpointTimestampDeprecated function.

      lastStableCheckpointTimestamp was deprecated and replaced with lastStableRecoveryTimestamp in v4.2. It should be deleted in v4.4.
