It looks like there might be some additional threads of code to pull out, like DatabaseCatalogEntry::isOlderThan24, DatabaseCatalogEntry::markIndexSafe24AndUp and KVDatabaseCatalogEntryBase::markIndexSafe24AndUp.

KVDatabaseCatalogEntryBase changes might be significant enough to defer to it's own ticket.
