hang_analyzer should not run against mongo shell until after mongod and mongos processes

      When the hang analyzer runs against the mongo shell on osx, it can cause the test framework to start cleanup of the cluster. This can lead to processes being stopped before the hang analyzer has a chance to run against them. The hang analyzer should be updated to run against the mongo shell after it has run against all mongod and mongos instances in the cluster.
