Add way to wait for different states in the TransactionCoordinator

      It is helpful to be able to wait for the TransactionCoordinator to reach certain states, such as committed, aborted, or decidedCommit. This ticket tracks the creation of a generic mechanism, while SERVER-36640 is to use this mechanism to wait for the commit decision in the coordinateCommit command.
