Revert to stable channel for Android NDK setup

      In order to enable LTO, we had to upgrade to the Android r18 Beta NDK by adding -channel=1 to our sdkmanager invocation. Now that r18 is GA, we should revert to -channel=0 so we stay on the stable NDK.
