Allow change streams on sharding config metadata

Change streams is advertised as a unified mechanism for retrieving data changes from MongoDB. It seems reasonable and consistent to consider using change streams for monitoring of the balancing activity in the sharded cluster, for a use case where a user wants to implement a custom monitoring solution.
