oplogSize config option should validate value

      Currently the --oplogSize command line parameter (and corresponding replication.oplogSizeMB config file option) permit excessively large values (up to 2PB).

      It would be better if this was validated and limited to 1PB, like the replSetResizeOplog command (see SERVER-37749).
