Allow a node to override the cluster chaining (enabled/disabled) setting

      In 2 DC topologies, it is beneficial to allow a subset of nodes in the backup datacenter to chain.

      Often people disable chaining to quickly propagate writes, but in large replica sets not allowing any node to chain can put immense pressure on the primary.
