SERVER-38472 removes checking that a collection is already sharded with the same options from the config server and moves it to the primary shard. Until this is backported to v4.0, the last stable suite will fail on tests that test that sharding a collection with the same options with a ManualInterventionError. Once it is backported, we can unblacklist them.
