Make periodic_runner_impl_test more lenient in OnePausableJobResumesCorrectly

      The test OnePausableJobResumesCorrectly expects a count to be a certain value but that value is non-deterministic which leads to non-deterministic test failures. Widening the range of possible values will reduce failures.
