We have a request for a build on Windows that contains only the mongo shell and whatever libraries it requires, the same as we provide for Linux distributions. The key requirement of the request is that the package:

• Be able to be installed without admin access (eg, by a lone developer)
• Include the mongo shell and be fully usable after install
• Not include the mongod or mongos server binaries
• Not include the mongodump and related tools
