patchify changes to mozjs-60

      Any changes that were made to the mozjs source code should be turned in to patches that get applied in extract.sh or similar so that after running extract.sh the sources are the same as they are now.

      I think that this includes at least two sections of work. Marks changes to get windows working, and Gabriels work getting s390x working.
