On rollback simul index builds are interrupted at start and then restarted at finish

      Rollback currently waits for all index builds to finish before proceeding. Simultaneous index builds depend on replica set communications to commit/abort an index build. Therefore, they cannot finish. So, we must interrupt them and add logic to restart them.
