notablescan parameter should be ignored for internally used namespaces

      The server issues queries against various internal collections. When the 'notablescan' parameter is set to true we may end up failing the queries with the 'No query solutions' error code. This leads to all sort of unexpected failures.
      The 'notablescan' should be ignored for the internal queries.
