Should be a config setting to prevent chunk migration in cases not driven by the balancer

      Would be nice if there was a way to prevent all chunk migration from happening across a cluster, currently migrates can also be triggered by particular cases when autosplits occur at the tops of ranges. Either the auto-migrate should respect the balancer setting, or there should be a new setting disallowing this.
