Log all transactions at TXN verbosity levels >= 1

      When the verbosity of the COMMAND log component is >=1, we log all commands. We currently log the completion of multi-document transactions only if they exceed the slowMS threshold. We should log all transactions, regardless of their duration, if the verbosity of the TXN log component is >=1, analogous to what we do for commands.
