      Currently, replication lag for Flow Control is calculated using OpTimes. SERVER-40078 and SERVER-40080 will allow replication lag to be calculated in milliseconds granularity using wall clock times. SERVER-40078 will introduce a dependency on FCV, so the Flow Control algorithm will also have to be gated on FCV.
