This is follow-up work around SERVER-40468 after the corresponding changes are made to the rollback fuzzer. The expectPreparedTxnsDuringRollback parameter also isn't aptly named because any outstanding transactions would prevent the ability to run the data consistency checks, not just prepared transactions.
