Improve watchdog fuse test reliability

      There have been a few cases where a mount exists but fuse is not running. This has caused test failures in the audit path test case which is the first test to run. After this test has run, the state of the machine is reset.

      The watchdog tests should be changed to cleanup of the machine state before running to improve the reliability.
