In SERVER-40753, we temporarily disabled automatic canary rejection to investigate issues we were seeing. This ticket is to reenable that.

When it is reenabled, we should also look at making whether it is enabled or not an evergreen expansion, that would allow us to enable/disable the feature without having to make a code change.
