Create JS testing on replica sets with {buildIndexes:false}

      We appear to have some repl config correctness unit tests that set

      {buildIndexes:false}

      , but nothing on its affect on the rest of the system. We should add such testing, where, say, secondaries – since nodes with

      {buildIndexes:false}

      are not suppose to be allowed to become primary – successfully DO NOT replicate non-_id indexes.
