It looks like we take care of unfinished indexes before starting the index catalog by checking idents in StorageEngine::reconcileCatalogAndIdents. There are no callers of IndexCatalog::getAndClearUnfinishedIndexes anymore. The _unfinished field in IndexCatalogImpl should go away, too, and any relevant code. Invariants and comments are probably a good idea.
