Increase timeout for shutting down the ServiceExecutor

      We wait up to 10 seconds to shutdown the ServiceEntryPoint (when ASAN is enabled), but only 5 seconds to wait for all threads to exit in the ServiceExecutor. We should increase the timeout to 10 seconds so they match and we don't get false positives in ASAN.
