Start new transactions for each snapshot read in timestamped_reads_wait_for_prepare_oplog_visibility.js

      This section of the test is misleading. Snapshot reads should block on prepared transactions. The snapshot reads in this case are using an old read timestamp and so they're not getting conflicts.
