Support fetching icecream toolchain tarballs from URLs in SCons

      Right now, the ICECC_VERSION variable must refer to a file path. We should update it to be able to a URL. When the variable is found to contain a URL, that URL will be fetched and the downloaded file cached and used as the icecream compiler tarball.
