Build POC implementation to validate design for resumable range deleter.

This implementation must do the following:

 - persist start keys for ranges that are queued for deletion

 - implement component with a separate thread to process ranges from the queue by submitting them to the CollectionRangeDeleter via the CollectionShardingRuntime interface

 - cleanup deleted ranges from the persistent queue
