The createIndexes command parses and rejects invalid any commitQuorum (format: number) parameter when the IndexBuildsCoordinator is enabled. However, in the default mode, this parameter is ignored. Some JS tests are passing in a writeConcern for the commitQuorum but these are not detected without the IndexBuildsCoordinator.
