disabled_test_parameters.js is still referencing the enableIndexBuildsCoordinatorForCreateIndexesCommand server parameter which is no longer a test-only parameter. The use of this server parameter in this test also causes issues when we attempt to run this test in the new IndexBuildsCoordinator evergreen builder.
